Peacock Plan

The “Peacock Plan” was launched in October 2010 which is an exclusive program of Shenzhen Municipal Government to absorb overseas high-level talents. The overseas talent brought into the “Peacock Plan”, can enjoy from 1,600,000 to 3,000,000 RMB subsidies and some preferential treatment such as residence and immigration, while the special funding maximized 80 million Yuan will reward the ‘team introduced’ overseas high-level personnel. According to the “Peacock Plan”, Shenzhen will invest from 300 million to 500 million RMB annually over the next five years, supporting overseas talent related services and their venture capital investment. Besides the optimization of personnel structure and the enhancement of the capability of independent innovation in the pillar industries and emerging industries, Shenzhen is turning into an international talent pool in the Asia pacific region.

Rules of Special Treatments for Shenzhen’s Oversea High Level Talents

In order to build a good living environment which encourages oversea high level talents to come to Shenzhen, our city has set up rules as follow:

1.Rewarding Subsidy
a)Type A talents can enjoy a subsidy of RMB 3 million.
b)Type B talents can enjoy a subsidy of RMB 2 million.
c)Type C talents can enjoy a subsidy of RMB 1.6 million.

2.Convenience of Residence
a)The City Public Security Organization shall help talents, their spouse, and their under age children to apply for “ Foreigner Permanent Residence Certificate” from Ministry of Public Security, if applicable.
b)The City Public Security Organization shall grant talents, their spouse, and their under age children “Employment and Residence Certificate” (valid for 2-5 years).

3.Settlement
a)Oversea Talents who are Chinese citizens can settle in Shenzhen with their spouse and children.
b)Oversea Talents who are willing to withdraw foreign citizenship and to apply for or re-attain Chinese citizenship, can settle in Shenzhen with their spouse and children.

4.Children’s Education
a) For primary and elementary education, the Education Department shall arrange for them according to personal wishes and practical situation, and give the treatment of free compulsory education.
b) For high school education, fees shall be deducted or dispense; for college, if the children apply for Shenzhen’s colleges, they shall be considered first if applicable to other policies.

5.Spouses’ employment
Abiding by the “Notification on Promoting the Employment of Oversea Talents’ Spouses”.

6.Tax
Tax deduction shall abide by the current national policies.

7.Health
a)Preeminent Talents in Type A talents can enjoy Tier 1 municipal health benefit, other Type A talents can enjoy Tier 2 municipal health benefit.
b)Type B talents can enjoy Tier 3 municipal health benefit.

8.Insurance
Employers shall buy social insurances including retirement, unemployment, work injury, and health insurances for oversea talents according to related regulations; they can also buy additional commercial insurances.
